Manchester's Civic Quarter
The Civic Quarter is perhaps the greatest collective accolade to Manchester’s original-modern heritage. As a major part of the city’s core, the area is home to iconic listed buildings such as the Town Hall and Central Library.
Ensuring that the Civic Quarter continues to reflect the status of Manchester as an international city is pivotal to the next phase of growth of the city centre.
The Civic Quarter Regeneration Framework will unlock the potential of the Civic Quarter via four major ‘place making’ capital projects:
- The refurbishment of the Town Hall complex and Central Library;
- The transformation of St. Peter’s Square and its public realm;
- The development and expansion of Manchester Central Convention Complex and the creation of a world-class transport interchange at Manchester Central/Deansgate.

Development
Further Investment
Significant public sector and infrastructure improvements will provide the catalyst for new private and third party investment.
Key private sector-led proposed projects include:
- One St Peter’s Square – a new 25,000m² office building which will contribute to the revitalisation of St Peter’s Square;
- Century House – an office development which will add to the regeneration of the eastern frontage of St Peter’s Square;
- Former Odeon Cinema – replaced with a new office building to provide over 175,000 sq ft of new space;
- Dickenson House – adjacent to Elisabeth House and the Odeon, providing a 5 storey office extension to the existing building;
- Theatre Royal – redevelopment and refurbishment of a landmark building;
- London Scottish House – a new high-quality office building to visually improve the environment around the Manchester Central Piazza;
- Peterloo House – a new high quality office development to replace the existing outdated 1960’s building;
- Pillo Hotel– a 250 bed hotel that will revitalise the southern extent of the framework area and cater for the expansion plans of Manchester Central;
- Axis Tower – a new 18 storey office building situated on a prominent site which frames the southern gateway and lies adjacent to Manchester Central Convention Complex.
